I also work with many builders and contractors and the phrase "why do they call them contractors when you can't get a contract from them?" unfortunately is not a stretch.<br />My business; financing constrution and renovations frequently leads to the Government renovation products in this market. (HUD's 203K product, FNMA's Homestyle product) Most contractors can not, or opt out of handeling the required paperwork - which is not that tough.
